Second Constitution of the United States of America

Some of the wording will likely be tweaked, but the purpose remains the same. I Some of the wording will likely be tweaked, but the purpose remains the same. I originally worked on this in July 2025, but was unable to implement it. The improvements created then remain the same, with the major change being a Retention of Authority by Orange Guy. When I wrote these improvements last year I was willing to stay in the U.S. This endeavor in the U.S. has shown me how much I’d rather look around rather than settle for more the unappealing drudgery.

The following additions are likely enough to keeps major issues sorted in the U.S., but they may not be. On any major change, there is always power jostling and those who want to refute the designed intentions of the improvement.

Major Change:

Retention of Authority by Orange Guy

Many of the world governments have become so broken that they don’t function at all. There is no way to institute a macro change within the system designed as the constant political drama inhibits it. The purpose of the retention is not to continually interfere, but to be able to implement a fix if/when something has gone awry. People suppression laws will be continually struck down. There will likely need to be some original Constitution documentation tweaks for retention.

Additions:

1. Presidential Requirement: A felon can not be a United States President.

In the time of which the original Constitution was written, I think it was unnecessary to add a felon restriction. Current events have proven it is. This will help in the future to inhibit unqualified candidates. There is always the potential issue of trying to criminalize a candidate before an election. Cultural issues can’t be fixed with laws.

2.Congressional Term Limit: No person may serve more than 2 terms in Congress.

The original design of the Democratic Republic was about having part time politicians with rotations. Without term limits in Congress, there has become ‘Professional’ politicians that are actually just aristocracy. Forcing rotation also keeps new ideas and perspectives coming in, as its natural for generational change. The base rules need to allow that change without forcing a violent conflict or revolution. As an unintended consequence, there may be congressional proteges made and groomed by previous elected officials. This is at least slowed by having more parties and removing some money from politics.

3.Women have the Right to Choose: A women’s right to birth control, pregnancy and abortion may not be removed or restricted.

As a male, it took me quite some time to come to the only reasonable conclusion on the perspective of abortion; I’m not qualified to give a perspective. Sometimes until you’ve stood in those shoes, you will never fully grasp the turmoil that comes with such a monumental decision by a women. Birth rates in a country will never be fixed by banning birth control or abortion, they will only be fixed by making the country a nice place to have a child. The only real opponents I’ve seen on this issue are religious fanatics. Human rights come before religion.

4.Healthcare: It is the duty of the Federal Government to ensure all people in the United States are provided for in their mental and physical health.

All humans need healthcare. Nationalizing healthcare in a country is a tricky balance between incentives for good doctors, medicine and equipment and balancing costs. The U.S. in particular will be a mess to sort out. Healthcare in the U.S. is a system designed for and used for control. This is done with the tying of healthcare to an employer as a way of restricting people movement. It is a major factor in bankruptcy, people migration and small businesses. There is real freedom to individuals in nationalizing healthcare. As part of the fixes, international healthcare should also be considered.

5. Establishment of Political Parties: There are 3 political parties established. Red, Blue and Orange. Thy can never merge. They must always pool any assets and services received, then divide equally. Congress must be represented with the 3 established parties proportionately by vote.

The 2 party system currently in the U.S. was not part of the original design plans. The intention was more of a variety within the 3 branches of government. Government broke down into a 2 party system in the early 1800’s and has been heavily polarized with the occasional agreement. Gridlock of votes is mostly fixed by establishing 3 parties. In establishing by colors, the fix uses existing party colors and allows for change in party perspective over time. The issue of ‘he with the most money wins the votes’ is at least partially fixed by pooling any funding received among the parties. It is impossible to fully fix money buying politicians, it’s a tale as old as time.

6. How to Tax: Taxes must be based on a flat rate system. There are no deductions and no exemptions. The lowest 33% income bracket are exempt, the middle 33% have a sliding scale and the highest 33% have the full flat rate. This applies to all people and entities within the United States.

The U.S. has an extremely convoluted tax system that only benefits the wealthy. I’ve make 20k in a year and had a 25 page or so tax return to file. Of course the enthusiasm for keeping the tax system convoluted is by the ones that most benefit from it. In any economy, money inevitably works it way to the top and is accrued by the wealthy. This is not necessarily as bad thing as incentives remain for investment and development. By taxing the wealthy appropriately, money becomes cycled back into the economy in the form of things like infrastructure and human services. This fix also allows flat rate tax variations by industry. Thus the U.S. can incentivize different industries at any given time. It does not fix a budget imbalance without appropriate tax rates as one can still run a deficit or a surplus.

As you can see these are the beginning of fixes for current issues. They are designed to stand the test of time by allowing movement with the winds rather than rigidity. I guarantee there will be some bad individuals that will attempt to break the implementation and fixes. That’s part of Retention of Authority to keep fixes functional and repair unexpected consequences.
